Projects

Civil and Transportation Design

Quantum Consulting is currently under contract with the City of Compton Municipal Water Department to design $44 million in water system improvements. These improvements had been identified in a Water Master Plan that Quantum Consulting had previously prepared for the City. The work includes over 25 miles of new water mains, water main replacement, inplace lining of structurally sound pipe, new valves and connections, and a new municipal water well which includes well development, complete new well facility design, water treatment system with new building and SCADA. of the 25 miles of water main projects which were divided into six (6) projects (JN 110W, JN 115W, JN 120W, JN 130W, JN 165W, and JN 170W) which are listed below, the designs have all been completed, four of the projects have been successfully constructed, the fifth is nearing construction completion with the new pipelines placed into service as they are installed, tested and disinfected. The sixth project is approved, signed and is ready to be bid. These projects were located in various locations in the City of Compton to upgrade the system, increase flows and pressure and increase fire services.

These projects included pavement replacement or restoration, temporary service to all customers, extensive coordination with the Municipal Water Department and continued construction support to maintain water and other services and to upgrade the water system.

The design of the new municipal well with development, treatment, pumping, facilities and interconnection pipeline is 90% complete and awaiting facility approval by the city.

Quantum prepared bid ready plans, specifications and estimate. Deisng services included field survey, utility coordination and establishment of design criteria, pipeline alignment and pipe sizing to balance the system. Projects totaled 25 miles of pipeline. Roadway restoration designs were included in the project design. Quantum also proved engineering support during bidding and construction. Existing Transite and deteriorated cast iron pipes were designed to be replaced and upgraded with new ductile iron pipes varying in sizes from 8 inch to 16 inches. Total bond funding of $44 million for the water system improvement projects. Each of the water main replacement projects was designed to be interconnect various portions of the Municipal Water System and on completion of the various projects to improve flows to several underserved areas. Additional fire hydrants were added throughout each of the projects to upgrade fire safety for the City.

Bid ready plans, specifications and estimates were prepared by Quantum. Design services included field survey, methodology evaluation, establishment of design criteria; utility coordination and design of additional pipelines in new alignments to upgrade the water system in lower pressure/ underserved portions of the project area. Methods of in-place lining or the type and condition of existing pipe were evaluated and cement mortar lining was determined to be the most suitable. Design also included access locations and valve replacement design to provide upgrade of the in-place lined system of pipes. Quantum also provided engineering support during bidding and construction.

Design services included site survey, well development, and interconneciton pipeline to two existing water mains, utility coordination and establishment of design criteria, complete pumping system design, pipe design and sizing potable water extraction and pumping facilities and flow control system, chlorination facility with new building plus instrumentation, control (SCADA) and electrical systems including new building for the Municipal Water Department. Project is deisnged and awaiting for final implementation by the Municipal Water Department.

Quantum Consulting completed the design of more than $6 million for the citywide water and sewer improvements for the City of Azusa including main replacement, storage tanks, pump station, lining, etc. These improvements had been identified in a Sewer Master Plan that Quantum Consulting had previously prepared for the City. The construction of this phase of our design work has been completed.

Quantum Consulting is currently proving design services for the citywide sewer improvements for the City of Gardena to include main replacement and in place lining. These improvements have been identified in a Sewer Master Plan that Quantum Consulting had previously prepared for the City. The design work has been completed for the first year in excess of $1.3 million worht of construction.

Quantum Consulting recently completed a contract with the City of Compton Public Works Deparment to design $20 million in sewer system improvements. Quantum prepared bid ready plans, specifications and estimate. Sewer projects were citywide and locations varied from being in easements in backyards of residential properties to being in residential collector and arterial streets. Some locations, proposed sewer pipes connected to Los Angeles County Sanitation District trunk lines. The work included design of five (5) sewer main replacement projects (CIP 10-04, CIP 10-05, CIP 10-18, CIP 10-20, and CIP 10-21) four of which averaged nine thousand (9000) linear feet if extra strength vitrified clay pipe and one 8 miles of in place CIPP sewer line restoration, for a total of over 15 miles of sewer pipe replacement, upgrade and reline. Roadway restoration designs were included in the proeject design. Pipes designed range in sizes from 8" to 21". The replacement desins included extensive trench paving replacement due to marginal soils conditions for deep trenching.

Quantum provided design for the construction of VCP sewer main, instrallation of manholes, re-establishment of sewer laterals. Quantum prepared final plan, specs and estimates. We also provided engineering support during bidding and construction. Quantum provided construction documents interpretation and consultation during th bidding phase of the project. Assisted the City in preparing bid addenda as required to provide clarification to the contract documents and responses to Request for Information (RFI) and Request for Clarification (RFC). Provided shop drawing review of Contractor's submittals, provided change order review and met with City to discuss change orders and construction issues. Prepared record drawings for the project based on the "markups" provided by the Contractor or City and verified by Consultant during construction.

Quantum provided design services and construction inspection for the intersection improvements at the Foothill Boulevard/ Alameda Street in Downtown Azusa. This work involved a new predeestrian island, a new crosswalk, access ramps and a new pedestrian actuated traffic signal.

Quantum provided engineering design services for this project. Quantum prepared plans, specifications and engineer's estimate (PS&E) including sidewalk improvements, ADA access improvements, curb and gutter, removal and replacement of tree, striping, pavement design services for this projecy. The total length of this project was over 4000 LF. The total amount funded for this project was $256,000.

Quantum Consulting prepared complete project plans, specifications and estimate for reconstruction with Proposition 42 funding of approximately four thousand (4,000 LF) feet of roadway and pedestrian improvements. Design included paving section, striping, curb and gutter, sidewalk, approaches, cross gutters, and ADA ramps to provide a complete municipal roadway restoration from Alameda St. to Long Beach Blvd. Project construction has been completed and the project accepted.

Quantum Consulting prepared complete project plans, specifications and estimate for reconstruction of through alley and tee configured alleys with local business pedestrian alley access, five roadway alley approaches, gutters, sidewalk, and ADA access replacements to provide a complete improvement of the existing facilities. Design included the detail drawings for the pedestrian improvements replacement, and other details to complete the work.

We completed the Citywide Sidewalk and Pedestrian Safety Improvements design and construction management for the City of Lomita. Quantum provided engineering design, construction management and inspection services for this project. The work consisted of concrete sidewalks, curb ramps per ADA, curb and gutter, removal and replacement of trees, intersection striping and signage installation at various locations throughout the City of Lomita. The construction cost for this project was $220,000. On behalf of the City of Lomita and the City Council, we received a letter from the Public Works Director informing us that they are very pleased with the work that our team has done on this project.

Quantum provided design and construction inspection services for new sidewalk and pedestrian access improvements along Alosta Avenue and Fenimore Street in conjunction with landscape architects and irrigation consultants design. Project coordinated student pedestrian flow from local college, parking requirements of retail center fronting Alosta and residential access for new condominium development on Fenimore.

Quantum provided concept design services for a SRTS project application for the City of Azusa. The proposed improvements included access ramps, new sidewalk, fencing, crosswalks, and traffic signals. This safe route to school design includes configuration of flood control crossing facility, new dryscaped pedestrian walkway from high traffic areas, pedestrian crossing facilities and access to local school by off street routing.

Quantum provided design and construction inspection for new sidewalk improvements with landscape reconfigurations on the Citrus Avenue frontage of the Citrus Crossing retail center development.

Quantum provided engineering design services for this project. Quantum prepared plans, specifications and engineer’s estimate (PS&E). This project included removal and construction of paving, sidewalks, driveways, spandrel and curb and gutter.

Quantum Consulting provided project management, preliminary design and drainage study services for the Vermont Ave Storm Drain Restoration project. This project consisted of restoring of the four 60 year old 72” Corrugated Metal Pipes (CMP) on Vermont Ave just north of Artesia Blvd. This project was an emergency restoration project due to several inches of subsidence on Vermont Ave.


On-Call Engineering Services

During this time we have provided public works inspections for all public and private facilities within or affecting the right of way, including pavement rehabilitation, drainage, sewer and water facilities, traffic control. This work included public outreach to assure coordination with residents and businesses to maintain access to individual properties during construction. Each individual project was completed on time and within budget.

Architectural and Engineering Design

Quantum Consulting provided A/E design services and program management for the conversion of an un-used city building into offices for the Public Works Department and the Transportation Department and the complete renovation of the City Hall main building and executive offices.

Quantum Consulting has provided architectural and engineering design and construction management for a replacement restroom facility at Arthur Johnson Park that just finished construction. Bid ready plans, specifications and estimate were prepared by Quantum.

Quantum Consulting was responsible for all aspects of this project that included re-roofing a community center building. The entire HVAC mechanical system was also replaced. Quantum Consulting prepared the architectural plans, specifications and estimates (PS&E) for the project, and provided project management, construction management and inspection services to the City of Carson.

Quantum has provided design services for a replacement 10,000 square foot vehicle maintenance and storage facility that is currently finishing construction. Bid ready plans, specifications and estimate were prepared by Quantum.

Project and Construction Management and Inspection

Quantum Consulting provided construction management and inspection services to the City of Azusa for the 600 acre Rosedale mixed use project in the foothills of Azusa. Inspection included rough grading, final grading, drainage improvements, new roadway and street construction, new pedestrian facilities, new underground utility improvements, and two new public parks. This work included construction of a new railroad bridge and Palm Avenue extension with traffic calming and intersection with Old Foothill Boulevard. This work also included careful monitoring of the approved SWPPP’s and application of BMP’s around the development site during the course of construction. Work on this project slowed due to the unfavorable housing market conditions. Douglas Preble, Jerry Ichien, and John Soufiani were involved in this work. The approximate construction value of the work Quantum inspected was $30,000,000. Our services commenced in 2005 and concluded when construction was suspended in early 2009.

This project included sewer main relocation, water main relocation, gas main relocation, new service connections for each relocation, electrical distribution line under-grounding, telephone line under-grounding, CATV under-grounding, and trench repair in existing streets for an in-fill redevelopment site in Downtown Azusa, California. Work included the relocation of existing sewer mains, water mains and gas mains from alleys located within the redevelopment site to the adjacent public streets. Work included relocated service connections, trench repair and associated paving. Work also included relocation of overhead electrical lines, CATV lines, telephone lines to underground conduit. Work was located in the center of Downtown Azusa and included work within Foothill Boulevard, a primary arterial street. Therefore coordination with affected business owners and residents was essential. Careful implementation of traffic control plans was also coordinated to avoid peak hour traffic. Quantum provided construction management and full time construction inspection services. The services included scheduling and administering weekly construction meetings with City staff and the construction contractor, providing daily construction reports, monitoring all aspects of the construction contract including RFI's, change orders, payment requests, and final contract close out.

This project included restoration of deteriorated sewer pipes. There were approximately 2000 feet of sewer restoration. Inspection services included the inspecting of in place CIPP sewer line restoration. Quantum provided construction management and construction inspection for all offsite public utilities improvements.

Quantum Consulting provided construction management and inspection services for new roadway construction, street and intersection improvements, pedestrian facilities and off-site underground utility improvements at Foothill Boulevard and Citrus Avenue associated with a multiple family residential development. Douglas Preble and John Soufiani were involved with this work. The total construction cost was approximately $2,000,000. This work began in late 2008 and was completed in early 2009.

The existing Culver City City Hall was completely rehabilitated to comply with ADA requirements, provide structural upgrade, facade improvements and landscaping. Quantum Consulting provided project management services for this project. Close communication with staff, the City Council and the businesses surrounding the City Hall, ensured minimum impact to the City’s operation while the project was under construction.

Quantum Consulting provided engineering design, construction management and construction inspection services. Quantum Consulting prepared full PS&E for street rehabilitation improvements to Vermont Avenue from El Segundo Boulevard to Rosecrans Avenue. Project included AC paving, new Sidewalks, planting new trees, striping and traffic signs.

Quantum Consulting provided project management, construction management and inspection for a new aquatic center at Hemingway Park in the City of Carson. This project included two swimming pools and a pool facilities building within an existing city park. Quantum provided services sometimes at night on this project for water main interconnections in Avalon Blvd. The construction contract was signed in July and the new facility was open to the public by the following Independence Day.

Quantum Consulting provided inspection services for the City of Hermosa Beach for this project. Work included constructing 3000 linear feet of 8” VCP sewer main, 12 manholes and 170 house laterals. During this time we have provided public works inspections for all public and private facilities within or affecting the right of way, including pavement rehabilitation, drainage, sewer and water facilities, traffic control. This work included contact with residents and businesses to assure the maintenance of appropriate access to individual properties during construction. Each individual project was completed on time and within budget.

Through a grant from MTA the City of Lawndale completed a revitalization project of a two-mile stretch of Hawthorne Boulevard which included improvements to pavement, traffic signals, sidewalks, landscaping, and streetscape. Quantum Quality Consulting provided project management to obtain the MTA grant, prepared conceptual design, design, and formulated and implemented a community awareness program for this project. Quantum provided project and construction management and inspection for this project.

The City of Hermosa Beach completed a utilities under-grounding project to enhance the appearance of its streetscape and provide for a better view of the ocean for its residents. Quantum Consulting provided project management as well as construction management and inspection for the project. Public outreach was an essential part of the management services for this project. Local residents, business owners and the visitors were kept informed throughout the project, which took two years to complete.

The Culver City Redevelopment Agency completed a streetscape improvement project that included landscaped medians, sidewalk replacement, thematic banners and banner brackets, traffic signal upgrades, and specially designed and fabricated “palm tree surrounds”. Frank Bigdeli provided construction management services for this project.

Quantum Consulting is currently in contract with the City of Gardena to provide inspection serivces for the Citywide Street Overlay Rehabilitiation. The work consisted of concrete sidewalks, curb ramps per ADA, curb and gutter, removal and replacement of trees, intersection striping and signage installation at various locations throughout the City of Gardena.

Quantum Consulting provided construction management and inspection services to the City of lawndale for a new city park on an available property within a residental neighborhood. Because of the location, public outreach was essential during the course of construction. Because of the tight site constraints, it was necessary to work closely with the City, the contractor and the nearby resident to minimize construction impacts. this park was completed with minimal disruption to the nearby residents.

The Holifield Park Project included an 8000 sf community building and concession stand for the City’s little league. Other improvements included ball field upgrades, improved utilities and landscape. Services included construction management, inspection services, and final project closeout.

Quantum Consulting provided project management, construction management, inspection, and community relations services for the Aquatic Pavilion project and toddler swimming pool. The project included a 10,000 square foot building, a competition swimming pool with diving area, parking lot, specially designed architectural deck furniture, and park landscaping.

The City of Newport Beach implemented the renovation of the Newport Pier to meet the community need for an upgraded facility. Quantum Consulting provided construction management and inspection services for the complete overhaul of the pier, which completed ahead of schedule and within budget.

The existing Lawndale City Hall was completely rehabilitated to comply with ADA requirements, provide structural upgrade, facade improvements and landscaping. Quantum Consulting provided project management services for this project. Close communication with staff, the City Council and the businesses surrounding the City Hall, ensure minimum impact to the City's operation while the project was under construction.


Infrastructure Planning

Quantum Consulting prepared the initial Pavement Management Program (PMP) for the City of Azusa. The City of Azusa has just over 80 centerline miles of streets, about half that of the City of Compton. Quantum Consulting performed the Pavement Management Study for the City of Azusa with high quality of service, on time and within budget. Our services included analyzing the existing pavement system, assigning a Pavement Condition Index (PCI) rating for citywide sections of the paved roadway. A five year plan to improve the condition of the roadway system was prepared. Pavement investigations consisted of performing a citywide inspection and systematic evaluation of the pavement distress of a predetermined scale. Pavement restoration projects will be designed to maintain and improve the citywide index.

Quantum Consulting prepared the initial Pavement Management Program PMP and subsequent updates every three to four years for the City of Gardena. The most recent update was completed in April 2012. Gardena has just over 100 centerline miles of streets, a little less than the City of Compton. Quantum Consulting performed the 2012 Pavement Management Study for the City of Gardena with high quality of service, on time and within budget. Our services included analyzing the existing pavement system, assigning a Pavement Condition Index (PCI) rating for citywide sections of the paved roadway. A five year plan to improve the condition of the roadway system was prepared. Pavement investigations consisted of performing a citywide inspection and systematic evaluation of the pavement distress of a predetermined scale. Pavement restoration projects based on this study will be designed to maintain and improve the citywide index.

Quantum Consulting prepared a system-wide Sewer Master Plan for the Azusa Public Works Department. We performed a hydraulic capacity assessment of the citywide sewer system. This study formulated a 5-year capital improvements program for the City’s sewer system. We organized city “as-built” drawings by hyperlinking the files to the computer hydraulic model for ease of access. The sewer system consists of 80 miles of piping, primarily vitrified clay pipe (VCP) and ranging in sizes from 6” to 21”. The City’s sewer system outfalls to Los Angeles County Sanitation District sewer system at 73 locations. We used InfoSewer software by Innovyze as a modeling tool to simulate the City’s sewer system. This plan included a complete inventory of the existing sewer system, an analysis of the existing system, projections of future system requirements and a series of recommendations including a prioritized CIP program.

Quantum Consulting prepared a system-wide Water Master Plan for the Compton Municipal Water Department. This study formulated a 30-year capital improvements program for the City’s water distribution system. The water distribution system consists of 156 miles of piping, ranging in size from 2 to 24 inches, 7 wells, 4 tanks and 3 Metropolitan Water District (MWD) interconnections. This study included a complete inventory of the existing municipal water system, an analysis of the existing system, projections of future system requirements and a series of recommendations including a prioritized CIP program. In this Master Plan we completed, we built the digitized citywide network, performed multiple scenarios analysis and hyperlinked “as-built” plans. We used InfoWater software by Innovyze as a modeling tool to simulate the City’s water system. This Master Plan was instrumental in the sale of $44 million water improvement bonds.

This plan included a complete inventory of the existing sewer system, an analysis of the existing system, projections of future system requirements and a series of recommendations including a prioritized CIP program. This Master Plan was instrumental in the sale of $20 million sewer improvement bonds.

Quantum Consulting prepared a system-wide Sewer Master Plan for the City of Gardena Public Works Department. This study formulated a 10-year capital improvements program for the City’s sewer system. The sewer system consists of 88 miles of piping, primarily vitrified clay pipe (VCP) and ranging in sizes from 6” to 18”, and over 1500 manholes. In this Master Plan we completed, we built the digitized citywide network, performed multiple scenarios analysis and hyperlinked “as-built” plans. We used H2OMapSewer software by Innovyze as a modeling tool to simulate the City’s sewer system. This plan included a detailed inventory of the existing sewer system, an analysis of the existing system, projections of future system requirements and a series of recommendations for a prioritized sewer upgrade program.

The sewer system consists of 140 miles of piping, primarily vitrified clay pipe (VCP) and ranging in sizes from 6” to 24”. This project was for a contract amount of $300,000. This plan included a complete inventory of the existing sewer system, an analysis of the existing system, projections of future system requirements and a series of recommendations including a prioritized CIP program.
